About This Role

The Land Systems ARV Program Director is responsible for creating, implementing, and maintaining the cost, schedule, and performance of the ARV Land Systems programs, their associated Contract Line Items as well as new or continuing program pursuits and associated proposals.

This position directs all phases of the program and proposal efforts, from inception to completion. Establishes, with the program and operational teams, milestones, master schedules, program financial baselines and monitors adherence to master plan/schedule and financial baseline, identifies program problems and obtains solutions, such as allocation of resources or changing specifications/procedures.
Responsible for coordination and timely execution of all program and engineering related activities. Participates, with Land Systems Contracts Manager, in negotiation of contract changes.


Coordinates with the Crewed Land Systems Business Lead (Sr. Program Director) a as secondary customer contact for program activities.
Leads all internal and external program reviews to include discussions relative to cost, schedule and/or performance.
Provides leadership to program and engineering teams, is the focal point for customer interaction, ensures the team is performing to tasks effectively and within objectives identified and is responsible for program risk management (tracking, reporting and mitigation).
Direct teams within and outside of their direct organization that support product production, deployed products, product development and design concepts, criteria and engineering efforts for product research, development, import/export shipping, ITAR compliance, integration, and test.





Position specific job duties include:


  • Strategic lead for long term capture of the USMC ARV program and other Cottonmouth trade; product line future programs

  • Coordinating large scale program forecasting, establishments of budgets and program plans

  • Measurement of program costs and performance with Earned Value methods

  • Delivery of a full life cycle product contract to include engineering development, prototyping, production, test, training, and logistics support.

  • Execution of program management reviews, agendas, minutes, and action item tracking

  • Program performance against defined contract requirements

  • Adherence to established program process and procedures

  • Establishment and management of the program integrated master schedule

  • Major liaison between Textron Systems and the various high-level customers

  • Consistent program update report outs to prominent leaders and customers

  • Assignment of Program/Project Managers and Engineering team members to execute contract and capture work

  • Responsible for Program risk management, establishment and execution of mitigation plans

  • Coordinates preparation of proposals, additional work request, business plans, work statements and specifications and operational budgets

  • Program and Engineering Resource planning to match resource supply with demand

  • Other tasks as defined

  • This position requires travel
    25 of the time

Requirements:

Qualifications


  • Minimum 15 years of directly related experience required.

  • Bachelor's Degree required in Engineering sciences, business management, logistics or related field.

  • Candidates for this position require contract execution knowledge.

  • Prior experience with engineering development, production and program execution of Armored Military Vehicles required.

  • Prior experience as a Project or Program Manager and as a proposal manager required.
