SUMMARY

Responsible for the development, operation, and continuous improvement of the safety management system SMS for the U.S. Department of State, Office of Aviation, Bureau for International Narcotics and Law Enforcement program. Completes audits and investigations to include formal report production and presentation. Develops and improves internal publications as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide advice to top management.
  • Responsible for providing safety support to CONUS and OCONUS sites as required.
  • Conduct facility inspections to identify and mitigate hazards.
  • Investigate and report air, ground, and environmental incidents to determine root cause and develop mitigation strategies.
  • Detailed data-entry of technical information is necessary in assisting in the monitoring of mishap reports to ensure accuracy and completeness.
  • Extensive research of Federal safety and environmental regulations, vendor information, and logistical support for safety equipment and supplies.
  • Ensure applicable standards are followed in accordance with the contract and appropriate federal, state, and local regulations, rules, and procedures.
  • Provide administrative support including maintaining all departmental files, records, and publications needed to support organizational activities and to meet U.S. Department of State, Office of Aviation, Bureau for International Narcotics and Law Enforcement requirements.
  • Develop and lead Safety training, meetings, and councils when required.
  • Conduct inventory, audits, and inspections of safety related equipment as needed.
  • Perform duties as an active member of an aircraft accident board, as needed.
  • Coordinate first responder duties during an onsite accident, as needed.
  • Carry out supervisory responsibilities in accordance with the organizational policies and applicable laws.
  • Perform other duties as assigned. Must be willing to relocate.
  • Position requires a U.S. security clearance.

EDUCATION and EXPERIENCE

Required

  • Associate degree or educational equivalent.
  • Completion of a Department of Defense, US Military Aviation Safety Officers Course, FAA - NTSB equivalent, or accredited university safety training resulting in ICAP certification.
  • Formal training in OSHA, EPA, and hazardous waste storage and handling and disposal procedures.
  • Minimum of five 5 years experience as an Aviation Safety Officer or Manager.
  • FAA Commercial Pilots License with Instrument rating in any category or class and at least 1,500 hours of actual flight time.
  • Extensive experience in risk management and mitigation.
  • Proficient in Microsoft Office.

Preferred

  • BA or BS or educational equivalent.
  • Prior experience as an instructor pilot, standardization pilot, and or instrument flight examiner.
